The Phoenix OS for PC is based on Android 5.1.1 Lollipop and includes merged features from both Android and Windows i,e Start Menu, Task Bar, and Multi-window support.
The Phoenix OS is pretty different from all the other Android Emulators including Bluestacks, you need to install multiple files for them to run properly on windows PCs.
